  • Apple Daily | Tai-Wen Ho | Experimental Education: an Imaginative Way of Reusing Cultural Heritage

    實驗教育機構團體在實驗教育三法[1]通過後大幅激增,根據教育部國教署統計106學年參與實驗教育之學生數已達1萬1,812人[2],然而,實驗教育在學習空間環境的政策法令面,卻還沒有配套到位。台北市非學校型態實驗教育機構團體(以下簡稱實驗教育團體),在台北市教育局106學年度最新統計,參與人數已達1,681人,共22團體8個機構,為全國之冠。然而,令人憂慮的是僅能在租用公寓住宅一樓或商辦大樓空間作為教室的學習環境,政府尚無提供配套教學空間的資源平台,形同漠視選擇實驗教育的學生之「環境受教權」。

    現今少子化現象,家長們對於孩子的教育也特別用心,越來越多的家長傾向不以「五育均優」作為教育目標,而是選擇發掘孩子的潛力或天份,更重視引導發展孩子的學習力與創造性,揮別體制內「背多分」的教育模式,不願再讓孩子的成長受到分數及排名所約束。於是,在攸關實驗教育合法化的「高級中等以下教育階段非學校型態實驗教育實施條例」於民國103年底公布後法施行後,許多實驗教育團體與機構陸續申請成立,但各地方政府對於實驗教育所需空間的相關配套措施,遲遲未能跟上推動實驗教育所需的腳步,致使興辦實驗教育之路不清不楚、坑坑巴巴。
